Jobs lost across the sector
Analysis of 2024–25 financial accounts from a sample of 90 Universities UK members found roughly 13,300 people received severance pay — well above the 10,000 predicted by experts. Combined with 9,290 and 6,960 in the two previous years, the total approaches 30,000 across that sample alone.
Rise in severance costs
The sector spent £303.3 million on compensation for loss of office in 2024–25 — up from £177.9 million the year before, and almost triple the £110.1 million in 2022–23. The financial cost of institutional decline is accelerating rapidly.
Agent-led recruitment — unmanaged
Over 70% of all international recruitment into the UK now flows through agents. Yet oversight, transparency, and accountability frameworks in most institutions have not kept pace. The B2B aggregator market is growing fast, and the risks with it.
Institutions facing Amber in June
Approximately 50 institutions are predicted to receive an Amber rating under the revised BCA framework in June 2026. An Amber rating is not a warning — it is a formal compliance failure with direct consequences for recruitment, reputation, and licence status.
Visa refusals & UKVI brakes
Visa refusal rates are climbing. UKVI is applying recruitment bans to high-risk countries. Institutions are caught between commercial targets and compliance obligations — and fear of issuing CAS is now actively suppressing recruitment pipelines.
Institutions leaving markets & closing courses
Universities are voluntarily withdrawing from countries and closing courses in response to compliance risk, refusal rates, and financial pressure. These decisions, made reactively and too late, carry enormous operational and reputational cost.
